Changing wireless configurations without restarting hostapd

The current level of support for dynamic changes to an operating BSS is
to cover just the WPS needs. You may be able to change some other
parameters, too, through the relatively recent control interface
changes, but I'm not sure what the exact level of functionality is
available. There is ongoing work to provide channel-switch mechanism.
