[VPN] vpn on a lan running win98se

We have a small LAN at work which is peer-to-peer, running win98se, proxy server software to ADSL, is it possible to make our 'fileserver' act as a server so the chairman can log on remotely as if he was in his office.

If so what software do you suggest?
