Yes, that's the reasons. Also it makes it easier to run routing protocols
over a VPN link.

GRE is indeed an encapsulation protocol but it doesn't provide real
data-protection. I could be a VPN in some cases but I wouldn't use it over
the Internet. However, you could use it over an ipsec tunnel, in this way
you can build very nice VPN networks.
