Can I have one configuration that can handle both OPEN and SHARED WEP authentication?

Not tested. But I would configure as this:
 
network={ssid="Test"key_mgmt=NONEwep_key0=20070201ABwep_tx_keyidx=0auth_alg=OPEN SHARED}
 
try if this works.
