Oscillating Cell ID

Dear all,

We are using hostap to build a multi-hop 802.11b network. We found that 
the Cell numbers keep oscillating, even though each node has the same 
ESSID, MODE (as Ad-Hoc), and CHANNEL.

I wonder if there is a way to prevent the Cell numbers from oscillating 
while still having the network run in multi-hop ad-hoc mode? Any 
suggestions will be of great help and are appreciated.
