ifplugd and wpa_supplicant

That should not happen.. I can set the interface down and then up with
number of different drivers without causing wpa_supplicant to quit. I
have not tested with driver_ipw2100, but it sounds kind of odd for it to
behave differently.

Could you please run wpa_supplicant on foreground with full debugging
enabled and see what happens when you set the interface down?
