IAU us used to send "normal" accounting packets to the Radius server at configurable intervals.
I's useful when a user stays online for a very long timeframe to monitor his activity for billing reasons or to detect lost sessions. I know e.g. Cisco and Juniper are supporting it. One parameter is mentioned in RFC 2866:

The Value field is four octets.
       1      Start
       2      Stop
       3      Interim-Update
       7      Accounting-On
       8      Accounting-Off
       9-14   Reserved for Tunnel Accounting
      15      Reserved for Failed
....

Do you mean draft-ietf-radius-acct-interim-01.txt or something
different, like manually configurable interval without any request from
the RADIUS server? That draft seem to expired five years ago and I did
not notice any updates to it.. Anyway, no, current hostapd does not
support this. Is there a standard (well, at least de facto standard) way
of doing this? What kind of message do the RADIUS Accounting server
expect to receive?
