Signal in /proc/net/hostap/wlan0/ap

Hi,

I was just wondering if somebody could help me with the stats in
/proc/net/hostap/wlan0/ap.  In particular what is the signal measured in?

e.g. on one box I get...

root at beastie linux-2.4.20 # cat /proc/net/hostap/wlan0/ap
# BSSID CHAN SIGNAL NOISE RATE SSID FLAGS
00:90:4b:0d:fd:56 3 21 0 20 'test' [ESS]
00:30:ab:09:99:66 3 19 0 10 'consume|SOWN' [ESS]
00:30:ab:07:db:3e 3 10 0 55 'sown' [ESS]

How is it that the link to 00:30:ab:07:db:3e has less signal than test
but is a higher rate?

Also, if I look in proc at the other end of that WDS link I have:

pebble:/var/log# cat /proc/net/hostap/wlan0/ap
# BSSID CHAN SIGNAL NOISE RATE SSID FLAGS
00:90:4b:0d:fd:52 3 24 3 110 'sown' [ESS]

I'm slightly confused how the signal can be so much more (they're both
very similar in terms of antenna, tx power etc), plus how the rate is
reported differently on each!  I guess it only measures incoming packets?
