You shouldn't load pcmcia modules by modprobe.  They are loaded by cardmgr
from pcmcia-cs package.  Read PCMCIA HOWTO or FAQ.  This is not specific
to hostap - it applies to all pcmcia drivers.  It may change in the
future, but not in 2.4.x kernels.
