WDS cannot connect

Sorry for the long post, but I am at a dead end and was after any type of
help possible.
I am trying to use WDS to connect to a remote cisco AP, its about 1KM
away and I am able to connected to it fine with hostap in managed mode
but not in master. The plan is to create another AP with hostap connected
back to the cisco AP (1200) with WDS.
I have attached some configs, the local side of the hostap is working and
i can ping it from a client. I cannot ping through to the the Cisco or
even from the hostAP box through to the cisco AP.
Any ideas?
