That is true. However, 802.11 management frames include Supported Rates
element that can be used to select which rates will be used. It should
thus be able to hardcode transmit rates in both ends by sending a
beacon/proberesp (if in AP mode) or assocreq (if in STA mode) with only
one rate in that info element.
