802.1X Unicast Keys?

hostapd might be sending the Unicast key. I am not sure. 
But XSupplicant never receives the second EAPOL key frame. 
Is it possible that STA stops listening to open channel 
once after it receives the Broadcast key. 
How can I make sure that STA driver is aware of 802.1x ?
