Hi Steve --

Funny you should ask.  In the process of revamping my notes for my VPN
class at USENIX, I found a Web site for the President's Export Council
Subcommittee on Encryption.  This group is a consortium consisting of
industry and academic representatives who have just released a study on
the impact of US export controls on the software business (as well as
related industries, such as electronic commerce providers).

This site is at

The short description of their findings is that the US industry has not

been badly damaged, because most of the industries that are dependent on
strong crypto are themselves pretty new -- but that the risk to US
technical
excellence if the current policy is maintained is severe.
