OpenVPN definitely needs to be mentioned and recommended.  There is a
GUI client available ("OpenVPN GUI for Windows"), the link can be found
on this list.

Yes, that's right. There are even Windows (and I think OSX) binaries
available. Compared to many other solutions, it's got fairly good
cross-platform capabilities.
