[VPN] LAN to LAN VPN

During LAN to LAN vpn setup i see the error 
ISAKMP [13] Error notification (Invalid cookie) received from xx.xx.xx.xx
 
what is the exact reason I would see this error ? I already make sure SA time is same on both ends.
