Quantify your "con" - significant testing has shown this really isn't the
case....

Advantages: Beats ISP blocking of IPSec traffic and
overcomes NAT difficulties.

Cons: Decreases throughput because you have higher
overheads. Original packet inside IPSec inside TCP/UDP
packet.
