[VPN] Appliances that support VPN passthru?

I'm looking for a firewall appliance that will allow multiple users behind
it to establish outgoing VPN connections via software (somewhere on the
order of 16-24 VPNs).  I don't need to establish VPNs to the appliance
itself, only users behind the "box" will establish the VPNs to various
sites.

I though that I had read the ZyWall 10 would allow this but I can't find it
in the documentation now.

Any pointers?
