If you happen to have in-house expertise with any of the free
Unix-like OSes --- Linux, FreeBSD, NetBSD, OpenBSD --- then you can
use any of them to set up an inter-office VPN, using cheap hardware.
I'm a Linux type myself, I've done this successfully with FreeS/WAN,
and if I were doing it again today it'd be far simpler, I'd use
CIPE.
