[VPN] Cisco Concentrator Timeout for Windows XP VPN client

Put a sniffer on the Win XP clients and see if the
client keeps sending some packets to the remote
network even while the user is idling. Something like
a NetBIOS broadcast which might be keeping the
SA/tunnel alive.
