ugghh, manual ipsec, bad... a couple of linux PC's with IKE would make cheap
endpoints....

What kind of throughput or number of connections do you expect?? A Cisco PIX
501 starts at US$599 and so does a Sonicwall SOHO box.

Look at Cisco's IPSec VPN config examples for Win2k to Cisco box IPSec VPN
setup.
