OS X 10.2 comes with Racoon as well and should work straight out the 
box without a recompile.

And if you can't stomach the command line, there are 3rd party GUIs for 
setting up the SAs and pre-shared keys.  VPN Tracker is one - 
http://www.equinux.com/
