Why on Earth did you mot include Open source products? www.freeswan.org for
Linux IPsec. www.openbsd.org for an OS whose main marketing slogan is 
"Secure by default" and that ships with IPsec included. www.freebsd.org or
www.openbsd.org for other alternatives.
