  Browse masters don't resolve names to addresses -- WINS does.  I've 
recently encountered (yet another) case where NN includes servers 
which WINS cannot resolve -- in the past this was usually because 
they were supporting NetBIOS over something other than TCP/IP, in 
this latest case it was because WINS replication was broken.
  Similarly, in my previous example with Win 9x clients, they were 
able to resolve a name to an address via WINS even though they were 
unable to contact a browse master to populate NN.
