Bellovin's 1989 paper "Security Problems in the TCP/IP Protocol Suite" is as
good a starting point as any.

In the 90s, Bellovin was a very active participant in the design of the IPSEC
protocols which go a long way toward solving the problems he describes, and are
used in many VPNs.
