Do you want PKI, i.e. a certificate authority, or are you asking about VPN,
virtual private networks, a technology that can (and often does) make use of
PKI?

PKI is basic infrastructure (and essentially useless on it's own), VPN is an
application that can rely on this infrastructure (and do something useful
with all the money you invested in your shiny new PKI).
