FreeS/WAN for Linux, www.freeswan.org

I know OpenBSD includes IPsec. I think FreeBSD and NetBSD do. Certainly
it is available for those. I beleive Apple build it into Mac OS-X.

For Windows, there are qwuite a few clients and at least some of them
are free, at least for non-commercial use. One list is:
