IPSec through Raptor

    Just finished documenting (screenshots even) how to do this with Raptor
6.5(with the powervpn module) and Alcatel VPN equipment. The Raptor
configuration should be consistent regardless of the other product. If you
think this may help let me know and I'll shoot you a copy.
