Yes, they are compatible in some routers (for example Netopia). Cisco does not support this. Have never found out why. In all cases the router needs to be IPsec passthough aware. That is it has to have special code to recognize IPsec packets. When a router runs in NAT mode, it needs to do address translation for machines on the LAN side of the router. The encrypted packets needs to be modified in order for this to work.
