ISPs and IPSEC

	Can you refine this request a little bit.  I see two ways of
interpreting it and I've seen both.

	By "will not support IPSEC" do you mean that they block it?
That implies that you, as a customer of theirs, can not set up a tunnel
from your system to another system somewhere else on the net but not
terminating on their systems.

	Or do you mean that they do not support or supply IPSec termination
on their servers or supply IPSec gateways to their customers.

	The former implies a service/feature/facility that they are
prohibiting while the later implies one that they are offering or
supplying.
