The primary advantage of VPN's over frame relay links is that - generally -
the cost of running data through the internet is cheaper than running data
through frame relay. When the sum of the cost of internet connectivity at
two locations is cheaper than the cost of a point-to-point frame relay
connection from your telco, its considered worth it to go VPN.
