Help with VPN on Windows 2000 RC2

I hope this is the right forum for this kind of question.  If not, I
apologize.

I'm trying to set up a VPN connection using Windows 2000.  When I try to
creat a connection, however, the VPN option is "grayed out".

Anyone have any info to point me in the right direction?
