That depends on what you mean.   The VPN Vendor Consortium, www.vpnc.org,
is looking at this.  ICSA, a for-profit testing company that sells a 'brand
mark',
has some certification programs (which not everyone trusts).  There are FIPS
certifications for DES and other bits and pieces.  In Europe, there's ITSEC.
