The rules referenced are for Comcast at Home.

Is this Subscriber Agreement only for Comcast, or have all @Home providers
also changed their Subscriber Agreements to outlaw VPN traffic?

@Home has banned VPNs or encrypted tunneling protocols from their network
(!).

Read 6.B.viii.  Use of tunneling crypto makes you a "business" customer
subject to the ~10x higher fees.
