VPN and error 751

I have about 22 sites using 3Com LAN ISDN modems with VPN back to a 3Com
Netbuilder. Works fine for single users at the remote sites until a second
machine attempts to make a connection. I then get an error 751 - remote
computer refused VPN connection.

Any ideas where I should start looking for a solution ?

Either machine connects fine by itself and each has a unique sign on.

Also, I found two locations for list archives, but neither appears to be
searchable - or did I miss it ?
