This isn't something unique to Cisco. Every Radius Server package I have
seen can authenticate against an NT Domain. MS has to large an install base
for NT Domains to not be supported by a product.

Yes,
Cisco's "Cisco Secure ACS (Access Control System)" supports both RADIUS and
TACACS protocols and can use the NT domain user database for authentication.
