As of the current distribution, 1.0x, Linux S/WAN really only
supports 3DES, and 1DES is pretty much broken. From the CHANGES
file:

Support for single-DES (as opposed to 3DES) has been largely
discontinued.
(The timing of this was a management decision which not all
members of the
technical team agree with.)

1DES MAY work if manually setting keys, but IKE only supports
3DES.
