Osiris uses time() for Win32 and gettimeofday() for *nix/bsd.

In the past, it has been typical to see the mtime/ctime on all files
shift by an hour.  I know this definitely happens under Windows (a dir
from the command line also shows the mtimes/ctimes change for files
under windows before/after DST, so it is likely not Osiris' fault).  I
can not recollect if this happens under *nix/bsd though.
