I also can verify this issue within Osiris on Windows XP Pro.  Doing a
'dir' before daylight savings and after shows the change in mtime/ctime
as well, so I'm not certain this is a bug within Osiris, rather a bug
(most likely a "feature") in how Windows handles DST.  Seems like a
strange way to handle the time change though.
