Changes between 2.4 and 2.4.1

FIXES:

- install no longer prompts for installation of management console when 
the
   package does not contain that daemon.

- removed the quotes in the filename created by 'make package'.

- installation script can now be run from read-only media.

- fixed minor bug with scan agent -r command line option.

- fixed Windows project file build warnings.

- fixed klunky subject header that occured with notification messages 
when
   http approval is enabled.
