[Osiris-devel]build system in place

The current source now builds with the gnu autoconf and automake tools.  
The configure.in script is also checked into cvs.  There is a bootstrap 
file in the top level directory that will recreate the configure script.

In addition, OpenSSL is now required to build this thing ( for the hash 
algorithms ).  I've added an AC_C script to configure.in to find the ssl 
library/includes so the Makefiles are all happy.  I've tested all of 
this stuff on BSDi, darwin, and fbsd.
