My problem was due to wpa_supplicant being silently run by netcfg (even if not used for connecting to any wireless network) as described in the above mentioned thread on Arch Linux bbs.<br>

</div>It sounds like you have something else running in the system that is<br>
trying to handle Action frames on this same interface. That won't work<br>
since the kernel enforces only a single process to be allowed to<br>
register to handle any specific frame type.<br>
