AID limitations in hostAPD

It is up to the driver to decide how long a TIM element to send. If you
want to make it fixed length, you can do so. I don't see any need for
increasing the AIDs assigned by hostapd for this purpose (nor is such a
change really desired for other reasons as Johannes pointed out).
