Thanks, this looks right to me.  I double checked to make sure conf->ies
wasn't set to anything in unencrypted mesh, and that there wasn't anything
else in conf->ies today (there isn't).

It might make sense to rename conf->ies to rsn_ie at some point so that down
the road if any others get added this doesn't break things.  Or split the IEs
here when generating the popen frame.
