Question on cancel_scan and scan-work.

It appears that wpa_supplicant_cancel_scan does not actually get
rid of any existing scan-work items.  Perhaps it should?

I'm seeing a full re-scan after each station vif associates,
and I think it must be due to that issue....

(Probably others would not see this issue because I re-enabled
the ability to associate off of other VIF's scan results,
at least when using ath9k which nicely supports concurrent
connection attempts).
