AP setup not working, even though hostapd looks like it is

Hi all,

I'm trying to set up a simple AP on a WandBoard development board. I have set up such systems before, but somehow this time I'm having some issues. I am using the RTL8192cu driver, and an open hostapd configuration. When I try to connect to the AP, I cannot associate with it. The log files of hostapd say:

I am not running a DHCP server, and am trying to connect with a static IP. Do you have any idea why I cannot associate with it? How can I troubleshoot this?
