Passpoint certification is for the combination of the hardware component
and software. From functionality view point, whether a device is
formally certified or not does not really change anything if the
implementation is correct. So yes, I'd recommend certified devices in
general, but no, that would be unlikely to solve whatever the issue is
that you are seeing here.
