Android wpa_supplicant blacklist functionality

Hi,

I am using Android Jelly bean 4.3. When I manually switch between Wifi
networks, I get the following log.

Added BSSID aa:bb:cc:dd:ee:ff into blacklist
Another BSS in this ESS has been seen; try it next

When we manually choose other network, older connected network is added to
blacklist. Is this an issue or intended behaviour?
