802.11r over the Air FT protocol

Hi,
Have few questions on 802.11r implementation in Hostapd support.
1) Is the R1 Key holder identifier a random number (r1_key_holder in config
file) or derived from something.
2) For over the Air Fast transition the PMK R1 should be distributed from
the R0KH. Is this functionality supported in Hostapd. How does Hostapd
distribute the PMK-R1's from the current AP to the target AP when over the
DS FT protocol is not supported.
3) In  the configuration file the r1kh is mentioned as
"r1kh=02:01:02:03:04:06 02:11:22:33:44:66 00112233445566778899aabbccddeeff"
contains destination MAC, R1KH ID and the 128 bit key. How does the current
AP know the R1KH ID and similarly 128 bit key where is this configured.
This may be more in to 802.11r. Can you please provide answers for the
above or any other inputs would be helpful.
