wpa_supplicant not reconnecting

I'm having an issue with wpa_supplicant 0.7.3 not reconnecting when the L2 link is torn down/restored. I'm using a wired configuration shown below. The output of the supplicant can be seen below. I'm connecting to cisco 3750. Any help is appreciated.
