problem with eap-aka using strongswan and hostapd

hi all,
 i am using hostapd with strongswan to test eap-aka.
but got the error when up the connection,the hostapd log saying 
"EAP-AKA: unknown whether the permanent  user name is known,try to use it
..........................................................
EAP-SIM DB: Get AKA auth for IMSI...............................
EAP-AKA : failed to get AKA authentication data for the peer."
and EAP-AKA is failed.
can anyone tell me why this error i am getting,is there any to do with IMSI and what will be the configuration of hostapd and strongswan?
